A report from the city's administrative officer made available Friday recommends pot shops owners should cover fees incurred by several city departments. They also would have to comply with guidelines laid out in a new ordinance.
The law passed earlier this year caps the number of pot clinics at 70, but allows 137 shops that registered before a 2007 moratorium to keep operating if they meet the city's criteria.
Hundreds of dispensaries will now have to close after they cropped up over the past several years. Dispensaries can no longer be within 1,000 feet of schools, churches or parks.
Two committees will review the issue later this month.
